Surface Water Management |
The Federal Clean Water Act required that municipalities identified by the EPA obtain stormwater permits under the National Pollution Discharge Elimination System (NPDES) permit program. In the State of Michigan the Department of Environment, Great Lakes and Energy (EGLE) manages that permit program. The first phase (Phase I) of the program affected municipalities with population in excess of 100,000. In Genesee County only the City of Flint met those requirements. With the development of Phase II of the program the municipalities asked that the Drain Commissioner coordinate an effort on their behalf to comply with the permit requirements.
In 2001 the Genesee County Board of Commissioners designated the Drain Commissioner the County Agency under Act 342 of 1939Opens a new window for the purpose of stormwater management. The communities of Genesee County along with the County entered into a contract to jointly develop and obtain the required permits.
